We are honoured to announce the launch of our most recent law reform project. Our proposed Bill, Occupied Territories Goods and Services (Import Prohibition) Bill 2026 (Cth, will be put before Parliament later this year.
Australia has a legal duty under international law to prevent genocide and not be involved in crimes against humanity.
Right now, our laws don’t do enough to stop Australia from being complicit in these crimes through charity work, institutional partnerships, trillion-dollar investments, military trade, and embedded personnel.
Our proposed Bill aims to prohibit the importation and trade of goods and services originating from occupied territories and to ensure Australia complies with its obligations under international law, including the duty of non-recognition of unlawful territorial acquisition.

Speakers
Opening address from Éamonn Meehan. Éamonn joined the board of Sadaka-the Ireland Palestine Alliance in 2019 and became Chair in 2023. Sadaka has been deeply involved in the Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill 2026, with Sadaka having drafted and promoted the original version in 2016. Éamonn is a former Director of Trócaire. He has also served on the boards of Irish Aid; Dóchas-the Irish association of international development organisations; the Irish Council for Justice and Peace; and as President of CIDSE, an international network of social justice organisations. Éamonn has a Master of Laws in international human rights law from the School of Law, University of Galway, and a Master of Education from the School of Education, Trinity College, Dublin. He was awarded Chevalier de I’ordre national du mérite by the government of France for work on climate justice, and a doctorate in theology honoris causa by St Patrick’s College, Maynooth
Panellists
Hanan Sahmoud. Hanan is a Palestinian lawyer, legal researcher, and human rights activist. She holds a Bachelor of Laws and two master’s degrees in International Relations and Law and Development. She works at a community legal centre serving Melbourne’s western suburbs, where she is committed to advancing access to justice and supporting diverse communities.
Hanan also serves on several committee boards, including the Muslim Legal Network Victoria and the Amnesty International Victoria Activism Leadership Committee.
